Chhattisgarh Floats Tender for 20,000 Solar Pumps

Chhattisgarh State Renewable Energy Development Agency (CREDA) has invited bids for 20,000 solar pumps in the state. The tender seeks the design, supply, installation, and commissioning of the 3 HP and 5 HP (surface and submersible) capacity pumps. The successful bidder will also have to take care of the operation and maintenance activities of the pumps for five years.
The tender calls for the installation of 10,000 solar pumps of 3 HP capacity and 10,000 solar pumps of 5 HP capacity.
The last date to submit the bids is June 5, 2021, and bids will be opened on June 7, 2021.
Interested bidders will have to submit an amount of ?1.5 million (~$20,371) as the earnest money deposit. Start-ups and new entrepreneurs will have to submit ?200,000 (~$2,716) towards the sum to be deposited.
To participate in the bidding process, the bidders from Chhattisgarh should have experience in the supply and installation of 500 solar pumps, and those from other states should have supply and installation experience of 1,000 solar irrigation pumps under any government program or market mode program of CREDA during the last three financial years.
To qualify in the bidding process, the bidder’s net worth should be ?5 million (~$67,905) as on the last day of the previous financial year, and the bidder’s aggregate turnover should be at least ?50 million (~$679,058) in the last three financial years. The bidder should have a valid test report of 3 HP and 5 HP categories of submersible and surface AC and DC pumps.
CREDA may consider awarding 50 pumps at the lowest price to start-ups and new entrepreneurs, and this quantity will not be increased further. The system installer must complete 30% of the work allocated until December 31, 2021, and the balance 70% should be completed by May 31, 2022, from the date of the issuance of the letter of intent, including the rainy season, provided that there is no ‘force majeure.’ The solar modules, pumps, controller, and other balance of system should be made in India.
The warranty on solar modules should be for ten years from the date of commissioning of the pumps, and the output peak watt capacity of modules should not be less than 90% at the end of ten years and not less than 80% at the end of 25 years.
In a similar tender floated last year, CREDA had invited bids to install 20,000 solar irrigation pumps in the state. The tender had called for 12,200 solar pumps of 3 HP capacity and 7,800 pumps of 5 HP.
Earlier, CREDA had issued two tenders for the supply and installation of 5,000 small solar irrigation pumps and 700 solar trees in the state.
