Bids Invited for 18 MW of Rooftop Solar Projects in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has invited bids from developers to install and commission 18 MW of grid-connected rooftop solar projects under the renewable energy service company (RESCO) model at various locations in the state.
The scope of work includes designing, engineering, finance, supply, installation, testing, and commissioning of various capacities of the project with comprehensive operation and maintenance for 25 years for the sale of solar power.
The last date to submit the bids is November 29, 2021. Bids will be opened on December 6.
The successful bidder will have to furnish an amount of ?1.9 million (~$25,564)/MW as a performance bank guarantee which should be valid for 14 months from the date of the execution of the power purchase agreement (PPA).
The grid-connected projects may be allowed under either Category-I or Category-III, as defined in the policy for decentralized renewable energy systems, 2016.
Category-I: Grid-connected net-metered systems
Category-III: Grid-connected systems for consumption within premises with no export of power
To participate in the bidding process, the bidder should have a net worth of ?8 million (~$107,640)/MW or an average annual turnover of 24 million (~$322,919)/MW for the project group during the last five years.
If the bidder is submitting a bid for two or more project groups, then the financial requirement would have to be met on a cumulative basis by adding the individual financial requirement for each project group for which the bid is made.

If a bidder is selected, they can choose to incorporate a project company. If the bidder is a consortium, it would be mandatory to incorporate a project company to sign the PPA.
In April this year, MPUVNL invited bids to select solar developers to implement 41 MW of grid-connected rooftop solar projects in the state under the RESCO model.
Last October, MPUVNL had floated a request for proposal (RfS) for 30 MW of grid-connected rooftop solar projects under the RESCO model.
According to Mercom’s India Solar Tender Tracker, MPUVNL has so far floated tenders for 272 MW of grid-connected rooftop solar power projects.
