EPC Tender Issued for a 7 MW Ground-Mounted Solar Project in West Bengal

The Durgapur Projects Limited (DPL), a Government of West Bengal enterprise, has issued an engineering, procurement, and construction (EPC) tender for a 7 MW grid-connected ground-mounted solar project in Durgapur, West Bengal.
The last date to submit bids is December 27, 2021. Bids will be opened on December 30. The pre-bid meeting will take place on December 17.
Bidders must furnish ?7.1 million (~$95,282) as the earnest money deposit (EMD) by December 29.
Bidders also need to submit a performance bank guarantee worth 3% of the contract value. Bidders quoting prices less than ?282.5 million (~$3.79 million) need to provide a performance bank guarantee of 10% of the contract value.
The scope of work includes the design, engineering, procurement, supply, erection, testing, and commissioning of the solar project on a turnkey basis. The successful bidder must also provide comprehensive operation and maintenance (O&M) services for five years.
To develop the project, the successful bidder has to use monocrystalline monofacial or bifacial solar photovoltaic (PV) modules with a minimum capacity of 500 W.
Bidders should have commissioned at least one 7 MW ground-mounted solar project or two solar projects of 4 MW at a single location. The projects must be operational for at least 12 months before the bid submission date.
Bidders should have an average annual turnover of ?120 million (~$1.61 million) during the last three financial years. Their net worth must be positive for the last three financial years.
If the successful bidders delay the project, liquidated, damages will be applicable at 0.5% of the value of the delayed job per week, limited to a maximum of 10% of the project cost plus Goods and Services Tax (GST).
Last month, the West Bengal Power Development Corporation (WBSEDCL) issued a notice inviting tender from engineering, procurement, and construction contractors to set up two 10 MW grid-connected ground-mounted solar projects in two phases on a turnkey basis.
Earlier, WBSEDCL invited bids to empanel agencies to install 50 MW of grid-connected rooftop solar projects on residential buildings.
