NTPC invites global bids for 1.2 GW ISTS connected solar projects

The projects—to be established on a build, own, operate basis—will be awarded through e-bidding and a reverse auction with a tariff ceiling of Rs 2.78 per kWh. Bidding closes on March 19.

State-owned power generator NTPC Limited has opened a tender to set up an aggregate 1.2 GW of grid connected solar projects anywhere in India. The projects—to be developed on build, own, operate basis—shall come up on the land to be identified and arranged by the solar developer.

NTPC shall enter into power purchase agreement (PPA) with the selected bidders for a period of 25 years from the scheduled commissioning date of the project.

Capacity offered

Each bidder can compete for 50-600 MW of the available capacity in 10 MW multiples. Individual projects must have a minimum capacity of 50 MW and a maximum of 600 MW.

Developers can bid for projects at multiple locations, provided each project has minimum capacity of 50 MW.

The projects are to be developed under the Open category, where modules can be procured from either domestic manufacturers, or imported.

Developers are allowed to use cells and modules of any origin in the plant. However, the models and manufacturers must be included in the “Approved List of Models and Manufacturers” as published by the Ministry of New and Renewable Energy.

Land and connectivity

Land, connectivity and long-term open access shall be within the scope of developers, which shall be required to demonstrate possession of a minimum area of 1.5 ha/MW for the awarded project capacity.

The declared annual capacity utilization factor of successful projects should not be less than 19%.
