Gujarat Urja Vikas Nigam Limited (GUVNL) has invited bids to develop 700 MW solar power projects in 1 GW Dholera Solar Park. The projects—to be set up on “build-own-operate” basis—shall be awarded through tariff-based international competitive bidding followed by reverse auction.

GUVNL shall enter into power purchase agreement with successful bidders for a period of 25 years from the scheduled commercial operation date of the project. The maximum tariff payable to selected bidder and that a bidder can quote at any stage during the bidding process shall be Rs 2.92 per unit.

The 700 MW capacity is spread across 14 plots each with 50 MW capacity (50 MW x 14). Single developers must bid for minimum 50 MW capacity, rising in multiples of 50 MW up to whole of the capacity. No partial installation of capacity in any plot is allowed.

Irrespective of the number of plots and capacity quoted, bidders are required to quote a single and uniform tariff for all the plots and capacities.

The successful bidder shall set up solar power projects including the power evacuation cable up to the Pooling station. The projects shall deploy solar PV technology. However, the selection of projects would be technology agnostic, which means crystalline silicon, thin film, etc, with or without trackers, can be installed.
