Haryana tenders 30 MW rooftop solar for government buildings

Bidding closes on July 20 for installation and commissioning of grid-connected solar projects. The projects are to be set up in RESCO mode on government buildings across the state.

The New and Renewable Energy Department of Haryana has invited bids for installation and commissioning of an aggregate 30 MW of grid-connected rooftop solar capacity on government buildings. The plants—to be set up on RESCO mode—shall come up across the state.

The approximate capital investment by the bidder is Rs 111 crore for 30 MW. Bids can be made in three categories—50 kWp-100 kWp, 101 kWp to 500 kWp and 501 kWp to 1000 kWp. The minimum bid size allowed is 3 MWp.

Under RESCO mode, all the investment related to installation, repair, maintenance, etc is to be done by the RESCO supplier and the government department has to provide rooftop space only. The developer shall recover the project cost by selling power to the concerned government department for a period of 25 years on a fixed levellized tariff per unit. The generated solar power will be utilized for captive consumption under the Net MeteringRegulations notified by the Haryana Electricity Regularity Commission (HERC).

Eligibility

To be eligible, the bidder should be a registered PV module manufacturer or system Integrator. It should have minimum average annual turnover Rs 2.0 crore/MW and positive net worth in the last three years. Further, it should have successfully completed supply, installation and commissioning of grid-connected rooftop solar power plants of minimum 40% (cumulative capacity) of quoted capacity during the last three years.
