O&M Tender Issued for a 1 MW Solar Project in Delhi

The Public Works Department of Delhi has invited bids for the operation and maintenance (O&M) of a 1 MW solar photovoltaic (PV) project. The project is located in Thyagraj Sports Complex, New Delhi.
The estimated cost of the project is ?1.22 million (~$16,340).
The last date to submit bids is December 2, 2021. Bids will be opened on the same day.
Bidders have to furnish ?24,471 (~$327) as an earnest money deposit. The successful bidder must submit 2.5% of the contract value as a security deposit before starting the work. Bidders need to pay 3% of the contract value as a performance guarantee.
The scope of work includes operation and running maintenance of 1 MW solar PV power project comprising a 1500 kVA transformer, high tension panel, low tension panel, four solar grid type inverters of 250 kW capacity, 3,640 solar panels each of 280 W, array junction box, main junction box, and programmable logic control panel with a monitoring system (computer) power evacuation arrangement.
The bidder should have completed one similar work of value not less than ?979,000 (~$13,056), or two similar works of value not less than ?734,000 (~$9,788), or three works of value not less than ?489,000 (~$6,521) in the last seven years.
The value of the executed works will be brought to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum. If the contractor fails to provide operations and maintenance due to the absence of operating staff, a fine of ?150 (~$2) per hour for the non-operating period will be levied.
Recently, Bharat Heavy Electricals Limited had invited bids for the operation and maintenance of 1.1 MW of rooftop solar projects in Uttar Pradesh and Jharkhand.
Earlier, the Agency for New and Renewable Energy Research and Technology (ANERT) had issued a request for selection of vendors to operate and maintain its 2 MW solar project located at Kuzhalmannam Palakkad District, Kerala.
