Consultancy Tender Issued to Implement Solar Projects on CIDCO Properties

The City and Industrial Development Corporation of Maharashtra (CIDCO) has invited bids for consultancy services to prepare feasibility and detailed project reports and bid documents for implementing solar power projects on its properties.
The last date to submit the bids is November 29, 2021. Bids will be opened on December 1.
Bidders will have to furnish ?200,000 (~$2,691) as an earnest money deposit. Within 30 days from receiving notification of award, the successful bidder should provide a performance guarantee amounting to 10% of the contract sum in the form of a bank guarantee.
The bank guarantee will be initially valid for a minimum period of nine months. It can be extended for a further period before the expiration of the earlier bank guarantee until the completion of the contract, whichever is later.
Scope of work
The solar projects will be developed at railway stations, parking lots, metro stations, CIDCO office buildings, exhibition centers, skywalks, sewage and water treatment plants, roads and foot over bridges, public stadiums, lakes, and water bodies. The objective of the assignment is to identify the potential of renewable energy (solar) in the facilities of CIDCO and bring agencies on board to implement them on the ground. This is an initiative aimed at sustainable infrastructure development to address climate change.
CIDCO is the planning and development authority for the Navi Mumbai city, spread over 344 sq km covering 95 villages from Thane to Raigad district, conceived to decongest Mumbai city. The government of Maharashtra has appointed CIDCO as the special planning authority for Navi Mumbai Airport Influence Notified Area comprising 256 villages of Raigad District and 14 villages of Thane district encompassing about 561 sq km and the identified area of Palghar district admeasuring 103 hectares.
The consultant should have experience preparing detailed project reports of solar power generation for one project with a minimum capacity of 80 MW, or two projects, with a minimum capacity of 50 MW each, or three projects with a minimum capacity of 40 MW each in the last five years. The bidder should have completed the assignment as a single entity or lead partner in a joint venture in the previous five years.
The bidder’s average annual turnover during the last five years as of the bid submission date should be at least ?1 billion (~$13.46 million).
The consultants should upload general information on the firm’s management structure and deploy qualified personnel to fill the key positions for the contract period of nine months.
In 2019, the Maharashtra State Road Development Corporation had issued a consulting services tender to assess the potential for the development of 150-200 MW of solar photovoltaic (PV) projects along the Nagpur-Mumbai Superhighway (Samruddhi Mahamarg).
