EPC Tender Announced for a 2 MW Solar Project at Indian Oil’s LPG Plant in Delhi

The Indian Oil Corporation Limited (IOCL) has invited bids from engineering, procurement, and construction (EPC) contractors to set up a 2 MW ground-mounted on-grid solar photovoltaic (PV) project at its LPG Bottling Plant at Tikri Kalan, Delhi. This will be a captive project with net metering facility to be executed on a lump-sum turnkey basis.
IOCL has invited EPC contractors through a tender inclusive of a one-year comprehensive operation and maintenance (O&M) and a further O&M for four years.
The last date for submission of bids is July 12, 2021, and the techno-commercial bid would be opened on July 13, 2021.
Part A of the tender covers the comprehensive O&M of the PV project and power evacuation infrastructure for one year from the date of successful project commissioning. Part B of the tender deals with the plant and power evacuation infrastructure for another four years from the date of completion of work mentioned in Part A.
Part A’s completion time is 18 months – six months for project commissioning and an additional 12 months of O&M – from the date of handing over the site to the winning bidder; Part B’s completion time is 48 months from the date of completion of Part A.
The bid security deposit and earnest money deposit have been waived off; however, bidders are required to submit the bid security declaration.
The minimum annual turnover of the prospective bidders during any of the preceding three financial years (the financial year 2017-18, 2018-19, and 2019-20) should be at least ?49.3 million (~$665,863).
During any of the preceding three financial years, the annual turnover of the bidders should be at least 60% of the annualized estimated value of work under consideration, where the completed period is more than one year. In other cases where the completion period is less than a year, the annual turnover should be at least 60% of the estimated value of the work under consideration in any of the three preceding financial years.
The bidder must have executed similar works in the last five years until May 31, 2021, as explained in the table below.

Indian Oil had earlier invited bids for setting up a 2.75 MW grid-connected ground-mounted solar project at its LPG bottling plant in Trichy, Tamil Nadu.
