The State Grid Corporation of China to issue document No. 1 in 2020

Recently, the State Grid Corporation of China has issued document No. 1 in 2020: Suggestions of the State Grid Corporation of China on comprehensively deepening reform and striving for breakthroughs (hereinafter referred to as the suggestions).

The suggestions pointed out that the reform’s main goal is: by the end of 2020, to promote the implementation of new system “convergence of Strong Smart Grid and Ubiquitous Electric Internet of Things”, to carry forward the establishment of new system and mechanism, to comprehensively promote the Ubiquitous Electric Internet of Things and embody its value; to advance the construction of unified national electricity market, to coordinate spot markets, to effectively allocate resources through the market, to make trading agencies run independently and normatively and to gradually improve operation mechanism.

The suggestions set out six key tasks:

The first is to innovate the business development system of “convergence of Strong Smart Grid and Ubiquitous Electric Internet of Things”.

The second is to carry out mixed-ownership reform.

The third is to boost the reform of business management system.

The fourth is to actively improve the construction of unified national electricity market.

The fifth is to promote ability to service clients.

The last is to perfect system and mechanism which adjust to the supervision requirement.

The suggestions stressed the need to fully recognize the special importance and urgency of comprehensively deepening reform, press ahead with reform, make breakthroughs in all areas, and make greater contributions to advancing supply-side structural reform, ensuring steady growth, making structural adjustments, and improving people’s lives, and supporting high-quality economic development.
