Maharashtra retenders 1350 MW ground-mount solar projects

Ceiling tariff is revised to Rs 3.30 per unit for distributed solar projects that shall come up across 30 districts for giving day time power to agricultural consumers in the state. Individual project size is limited to 2-10 MW. Bidding closes on January 29.

Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) has invited bids to set up an aggregate 1350 MW (AC) capacity of ground-mounted solar projects across the state for providing day time power to agricultural consumers under Mukhyamantri Solar Ag Feeder Scheme.

The projects shall be awarded through competitive bidding process followed by reverse auction. Ceiling tariff is fixed at Rs 3.30 per unit.

MSEDCL shall sign power purchase agreement (PPA) with the successful bidders for a period of 25 years, at a tariff discovered through the auction.

To be eligible, the bidder should have a net worth of minimum Rs 5.5 million per MW of the capacity quoted, and a minimum annual turnover of Rs 2.5 million/MW of the capacity quoted, during the financial year 2018-19.

Bids must be accompanied with Rs 100,000/MW as bank guarantee. Further, successful bidders are required to submit performance bank guarantee (PBG) of Rs 500,000/MW, within 30 days from the date of issue of Letter of Award (LoA) and before signing of PPA.

Capacity distribution

The district-/circle-wise cumulative capacity to be installed is 50 MW for 24 districts/circles (load >100 MW) and 25 MW for remaining 6 districts/circles (load between 50 and 100 MW). Region-wise capacity aggregates to 400 MW for Marathwada, Vidarbha 350 MW, Western Maharashtra 350 MW and rest of Maharashtra 250 MW.

Individual project capacity to be developed per district/circle is minimum 2 MW and maximum 10 MW.

The project should be designed for delivery of electricity at 11/22 KV level of MSEDCL substations in the district/circle. The successful bidder shall set up solar PV power projects including the transmission/distribution network up to the delivery point, at its own cost (including but not limited to open access charges till the delivery point).

Commissioning

Commissioning period is 12 months from the award of contract. For delay in commissioning up to two months from the scheduled date, MSEDCL will forfeit performance bank guarantee on per day basis, proportionate to the balance capacity not commissioned. For delay beyond two months, it will forfeit total PBG and the PPA capacity shall stand reduced/amended to the project capacity commissioned at the end of 13th month from the date of issuance of Letter of Award.
